    BPA tracks the latest policy updates and legislative issues in many states across the nation. They've made it easier to read the monthly state policy updates by segmenting out details state by state on their website here.

    Below are key highlights for May.

     

    Key State Highlights 

    In Pennsylvania, regulations to officially join the Regional Greenhouse Gas Initiative (RGGI) were published on April 23 by the Department of Environmental Protection (DEP) putting Pennsylvania on track to participate starting June 1. 

    In Maryland, the legislature passed a sweeping climate bill requiring the State to achieve net zero emissions by 2045 and 2.5% annual energy savings by 2027. The law requires new construction be electric ready starting in 2023, 20% emissions reductions in buildings over 35,000 square feet by 2035, and the creation of a task force that will make recommendations on reducing emissions in the building sector.

    In Connecticut, new climate goals were codified into law requiring 80% emissions reductions statewide by 2050 and 100% decarbonization of the electricity sector by 2040.

    In Colorado, a set of measures to decarbonize buildings advanced through the legislature including a bill to adopt electric-ready building codes for all new residential, commercial, and state buildings, and a proposal to provide a tax credit for the costs to purchase high efficiency heat pumps.

    In Virginia, Governor Youngkin vetoed legislation that would have boosted targets for Virginia utility programs to achieve 1% annual energy savings for low-income, veterans, and elderly customers. The bill did not receive enough votes for a veto override.
